North West: Professional Services Framework

A Professional Services Framework to assist officers in their work of providing a capital works and building maintenance service to schools. The framework is intended to provide a contingent professional advice service should funding should be available from e.g. the Department for Education for school capital works.
The framework is to provide a top up capacity to the work of officers and so is optional expenditure. Suppliers will have to re- price every year in a competitive environment to keep prices sharp. The option of not procuring this framework does not exist as there is insufficient officer resource to deliver the entire programme in- house. Demand is too uncertain for the Council to commit to a long- term service contract.
The client team anticipates that the capital programme will have a value of ÂŁ100 million per year. It is anticipated that the in-house team would provide professional support to 75% of the programme. This would mean that external providers would support work to the value of ÂŁ25 million per year or ÂŁ100 million over the 4- year life of the framework.

The project comprises the proposed Waunfawr Primary Care Centre for Betsi Cadwaladr University Health Board. The procurement is intended to appoint a contractor through a two-stage JCT design and build route, with Stage One undertaken under the JCT Pre-Construction Services Agreement and Stage Two proceeding only following Employer approval of the Second Stage Tender and gateway requirements.
The project will deliver new primary care accommodation, associated clinical and support spaces, external accommodation, parking, access, utility infrastructure, statutory approvals, commissioning, handover and aftercare requirements. Procurement intent: The tender is to be structured as a two-stage JCT design and build procurement as the default route. Stage One will appoint the preferred contractor under the JCT Pre-Construction Services Agreement to support design development, buildability, surveys, planning, statutory approvals, utilities, risk reduction, open-book cost planning and preparation of the definitive Second Stage Tender. Subject to internal governance, affordability approval and Employer approval of the procurement route, the Employer may reserve the ability to convert or proceed to a single-stage appointment where the tender submission, design maturity, risk position, programme, affordability and governance approvals are sufficient to support direct award of the Stage Two Works. Tenderers will be required to demonstrate capability to deliver the Stage One PCSA services and, where approved, to support a single-stage appointment route without reducing the Employer’s Requirements. Evaluation will be based on a 40% technical and 60% cost and commercial weighting.

North East: Proactive Replacement of Streetlighting - Winscombe

1. Short Description / Scope of Works
The Contracting Authority is seeking expressions of interest for a comprehensive "source and erect" contract to execute the proactive replacement of 10 streetlighting units across designated locations in Winscombe, North Somerset.
The successful contractor will be responsible for the decommissioning and safe disposal of existing assets, the supply of all specified components (luminaire, photo-electrical control unit, columns, and bracket arms), and the complete mechanical installation and erection of the new assemblies.
All physical civil works, structural installations, and equipment supply fall under this contract scope. All specialized, live electrical grid interventions directly involving the Distribution Network Operator (DNO) network must be priced entirely separately as a distinct, unbundled cost element.
2. Technical Specifications
Bidders must source and install components meeting or exceeding the following criteria:
• Luminaires: DW Windsor Kirium Pro 1 (or a fully certified technical equivalent offering matching lumens, optical distribution, and energy-efficiency profiles).
• Control Systems: Integrated Part-Night photoelectric control cells (PECUs) designed to automatically calibrate energy-saving dimmed or off schedules during designated off-peak overnight windows.
• Physical Supporting Infrastructure: Supply and installation must accommodate varying structural constraints per asset location, requiring:
	• Galvanised steel columns
	• Wooden pole mountings/interfaces
	• Outreach bracket arms
3. Specific Asset Locations
Works are strictly restricted to the following 10 structural assets situated within the BS25 area:
Location	Asset / Column Identifiers	Quantity
Church Road, Winscombe	C1, C2, C4, C5, C6, C7, C8, C9, C10
(9 Units)
The Square, Winscombe	C1
(1 Unit)
4. Exclusion of Live DNO Works (Pricing Clarification)
For the avoidance of doubt, any physical electrical connection, disconnection, transfer, or contestable/non-contestable grid works required from the regional Distribution Network Operator (National Grid Electricity Distribution) must be itemised individually.
Contractors must present all specialized DNO-specific line items quoted separately within their commercial submission. The main evaluation will distinguish core delivery costs from localized statutory utility fees.

North West: PRO005185-Works-Framework-Rainwater Solutions

United Utilities' (UU) Rainwater Management Strategy is founded on Sustainable Drainage principles, which prioritise the capture, reuse and management of rainwater as close as possible to where it falls. The strategy promotes the use of surface conveyance, infiltration, disconnection and attenuation to slow the movement of water through the catchment and reduce pressure on the wastewater network. We are looking to appoint 5 partners to support the delivery of Rainwater Solutions over the next 12 to 18 months. This framework forms an interim procurement solution to support with immediate AMP8 delivery requirements whilst United Utilities develops its longer-term Rainwater Management delivery model. The framework will provide access to suppliers capable of undertaking both Design & Build and Build Only delivery of Rainwater Management solutions and will generate valuable insight into supplier capability, capacity, performance and delivery approaches to inform future procurement arrangements supporting the wider AMP8 and AMP9 programme. The Rainwater Solutions Framework will support a combination of Design & Build and Build Only commissions, with the procurement delivery route determined on a scheme-by-scheme basis depending on programme requirements, complexity and design maturity
